I assume you are not using hyphenation, because otherwise FOP would have inserted hyphens on each line break (it can do it with Portuguese rules too). If that is not the case, try inserting some zero-width spaces ( ​ ) between the letters where you might want FOP to break the word (it cannot just guess).
