I have a problem with FOP extension for PDF bookmarks. It seems that FOP will not generate bookmarks in the PDF if the <fox:outline> elements come after a page-sequence element.
That's correct: since around 0.20.1 bookmarks are only rendered correctly if they preceed the first fo:page-sequence.
