With "xml metrices files" you probably mean the FOP's font (!) metric
files in XML format.
With hyphenation files there's also an XML format involved. TeX
hyphenation pattern files have been converted to an XML format so FOP
can read them more easily.

Currently, there's no hyphenation file for Arabic in FOP. Provided you
can find a TeX hyphenation file for Arabic, there are no license
problems on your side and Arabic can by hyphenated by FOP's hyphenation
engine in the first place (which I don't know), you can convert the TeX
file to FOP format by following the instructions in
{fop-dir}/src/hyph/README.
