Well, the spec provides options to do clipping of too much content, but FOP doesn't implement it. But without static-content you can't put a header on every page, at least not without doing ugly hacks. You need to find ways to limit the amount of text used in the header, maybe by filtering line feeds and cutting off text after n characters.
