This indicates you have an xsl:include in an illegal position,
i.e. not as immediate child of xsl:stylesheet.
This is a problem with the transformation, not with FOP itself.
Run the transformation standalone to get a hopefully more
instructive error message, including the line where the
style sheet compiler detects the problem.
