Hi,
I've tried to use <fo:basic-link internal-destination=".... in region-start section but no result came out.
It's fine if I'm using the same code in regin-body. Do you know a fix for that or is a bug?

Do you see any output in the console? Try running your example from the command line and post a small snippet of the console output to the list. I am just wondering whether content in your static regions is being truncated.
It would also be helpful to see a small snippet of your FO document.
