You need a file to embed.
Try something like
<fonts>
<font metrics-file="/nas/web/fonts/arial.xml" kerning="yes"
embed-file="/nas/web/fonts/arial.ttf">
<font-triplet name="Arial" style="normal" weight="normal"/>
</font>
<font metrics-file="/nas/web/fonts/arial.xml" kerning="yes"
embed-file="/nas/web/fonts/arialb.ttf">
<font-triplet name="Arial" style="normal" weight="bold"/>
</font>
...
You need a TTF file for the bold (and other derived) font.
