You can include a pdf into another pdf with an fo:external-graphic tag (if I can remember). I don't know if it's a really good solution (i.e. if you can place your included pdf exactly wherever you want, if there are scaling issues...). Unlike FOP, XEP is a paying API (requires a server license in the case of a web application).
