heh, replying to myself ... well I just thought to look in the release notes for the .20 branch and found under the .3 release

This version supports the XSL-FO Version 1.0 W3C Recommendation syntax. So don't forget to update your Stylesheets:
Just rename the master-name property to master-reference on fo:page-sequence, fo:single-page-master-reference, fo:repeatable-page-master-reference and fo:conditional-page-master-reference.

changing all my master-reference to master-name fixed it.

To bad upgrading isn't an option right now :-(

I've looked through the mailing list and the example from the FOP web page matches the examples given else where for doing this. Any ideas would be much appreciated.
