Yes, GhostScript should be able to convert PDF->PostScript->PDF, thus converting the EPS into PDF code.

That I don't know. You will have to find out yourself.

Thanks for your help, Ghostscript had no problem reading a FOP generated PDF and writing it back to disk as a PDF which displayed correctly in Acrobat Reader.
