Take a look at JFor, a XSL-FO to RTF conversion tool, written in Java:

JFor has been integrated into the development version of FOP. So alternatively you can use CVS to download the FOP source and compile it yourself. However, the development version of FOP is subject to change and not yet ready for production use.
