Try http://www.inventivedesigners.com/scriptura/intro.html or http://www.altova.com. I'm using the Altova Stylevision trial, haven't tried Scriptura yet. It has its downsides, and it's not like you're working with Indesign or something. I believe that Scriptura has an Indesign plugin, but I'm not sure and don't know what that can do for you.

Stylevision is okay to make a quick start, but be prepared to do a lot of manual editing! And you can not import changed code back into the app or manually edit the code in Stylevision, as well as in any of the other visual editors, I've heard.

There are links to some Graphical XSL-FO editors on the FOP website:

But I dont think any of them are good enough for real world use.
