The question is "simple" I've showed it on pics
below.
I tried to do it with number row spanned and with nested tables but both, I get bad result with height of rows incorrect. I tried to set height 100%, and align verticaly with
display-align="center" but
it only works with fixed values of height. i.e if i set firs colum's cell height for example 3cm it works but when I let it suit height of text cells in second column are too small It is what i get
