There is no XSL-FO property to reduce the amount of data in an image. You will need to do this processing before presenting the image to FOP

You could also do a post-processing of the PDF files (after FOP is done) to optimize/compress/shrink the PDF files. Some of the following are Mac OS X-only, but others are not.
