Hello Hari, It sounds like you're using some API already for adding the signature block, right? Whichever API you're using to add the signature block *might* have some methods to do this already I would think. If you're looking for an open source tool, I'm not sure which one would do this (though I believe xpdf has this functionality if you're comfortable with C++).
Our company, CambridgeDocs, has commercial products which allow you to read the x,y coordinates of text runs on the page of a PDF. This is done by converting the page to XML using our xDoc Converter product, or by using our Java PDF API to cycle through the text runs on the page and get their x,y coordinates. In any case, it doesn't really seem like an fop issue and so we should take the discussion off-line.
