You could do it in Microsoft's SpreadsheetML. See http://www.microsoft.com/office/xml/default.mspx   I've done XML to WordML conversion (in parallel to PDF, HTML, and text output). It's not all that hard, since Microsoft has done a good job of documenting their schema. I suspect that SpreadsheetML would be pretty straightforward, too.
