In FOP 0.20.5 there was an extension to allow you to do this. This has
not been implemented in 0.92 yet. Longer term we plan to implement
table-marker support which is a feature from the 1.1 version of the
specification. Table-markers will give you the ability to vary the
header and footer content for tables.
I think you are stuck in the meantime :(
