Don't know how you missed the PDF spec:

Section 3.5 tells us that the only other supported strong algorithm is
AES-128.
Is it possible to use greater sizes of keys or even different algorithms?
The spec appears flexible enough to accept such things, but if Acrobat
Reader doesn't support them, it's kind of pointless to bother. Besides,
without Adobe's support, it'd be a nonstandard extension.
