Just FYI: Sean is correct here. fo:inline-container would be exactly what's needed to achieve that effect.
For the more adventurous types, there is a very rough implementation available in Bugzilla #44885, but I don't know when I will get it closer to completion (it's definitely not ready to be committed yet)
