In theory, yes. In practice, FOP is still severely limited when it comes to different writing-modes (see also Bugzilla #42307, which attempts to fix the issue for Java2D-based renderers)
I have tried a few tests but the PDF output just shows the characters as ####.
This is most likely because you're either using one of the default fonts, or a custom font that simply has no glyphs for Arabic characters.
Note that the lack of support for those languages in FOP is mainly due to a lack of knowledge within the team. So far, we still haven't succeeded in attracting Java-XML-geeks who are also fluent in Arabic or Hebrew... Patches welcome, as well as accurate bug-reports, with examples and descriptions of how exactly FOP is supposed to behave.
