This is a known issue: support for page-number-citation-last of fo:inlines was indeed added to FOP Trunk. Should normally Also works correctly for fo:blocks in
The original issue might have something to do with this very same fix/ addition. I'll look into it when I get the chance.
Note that in 0.95, you will normally only get correct results for page-number-citation-last of a fo:block if it is confined to a single page.
