Sorry for the noise. I just noticed...

org.apache.fop.apps.CommandLineOptions does not exist anymore in later versions of FOP.
It has been relocated to org.apache.fop.cli.CommandLineOptions.

To make up for the irrelevant comment, I'll add a pointer to the Wiki about using the PHP/Java bridge (which I didn't see in the thread yet):

This is still for v0.20.5, but I think, if you study the FOP embedding examples[*] closely, the cost for converting it to work for 0.95 would be minimal.

Downside is that it would add another dependency to your web-app, which may only prove to be really worth something if you also use other Java components.
