Which version/revision did you try exactly? I just tried with current FOP 
Trunk, and the output does not show any difference between the two blocks 
(apart from the background-color, obviously...)

Could still be that I have made some local changes that fix the issue, but I'd 
rather see this confirmed before digging deeper...
