Not sure how this happened, but my fop.conf file had these entries: <encryption-params> <user-password>testuserpass</user-password> <owner-password>testownerpass</owner-password> <noprint/> <nocopy/> <noedit/> <noannotations/> </encryption-params> I didn't add them ...
