Work is underway to add full support for complex scripts, including bidirectional writing, to FOP. A preliminary patch was posted at the following, however, please note that it is preliminary, incomplete, and has known issues. I expect this work will be fully completed within a few months and you shall then have full support for Arabic, Hebrew, Syriac, and other bidirectional scripts.
