Hello a PR [1] changing the form labels help icons was merged yesterday and will be part of upcoming 1.15 release. The change moved icons with popover help from right of the form field to the field label. If you're author of plugin that extends Foreman UI by fields with such help, you might want to update your plugin to avoid UI mismatches, see screen shot [2] for illustration.
Good examples can be found at the original PR or plugin PRs I sent to REX [3], discovery [4] and tasks [5]. Openscap, docker did not seem to need it. Katello seems to have such help next to value (subscription info) and does not use core helpers. If you need help with you plugin, please let me know.
