Hi Travis, You're syncing the "base" repo from CentOS, right? I doubt you're doing anything wrong. I've not had any consistency in the auto-creation of installation media. Out of about a dozen Katello installs I've done I think I've only seen the auto-creation happen 2-3 times, and the "Sync Content" radio button next to "Media Selection" on the "Operating System" tab of a host group is always greyed out for me.
So sorry I don't have a solution, but know that you aren't alone. They are easy to create.
