It looked like you were not using FQDNs as you used IP addresses in your 
foreman install 

"--foreman-proxy-tftp-servername=10.130.30.62  
--foreman-db-host=10.130.10.247"

Hence my suggestion to use FQDN. It may not be an issue in your case as it 
looks like your issue is beyond just using FQDNs.
