You should use the old "replace screensaver with cmd.exe" hack to run
cmd.exe with admin rights.  That will allow your CMD.exe to run as
system and then you can do what you need.

BARTPe or Knoppix can assist when replacing the default screensaver,
rather than installing alt OS or using the Master-Slave reconfig
mentioned in the article.
