Actually if the data is not overwritten, you could recover data after many
formats. I have personally taken a 60GB drive that contained data on 1
single partition, formatted it as 1 partition, then formatted as 2
partitions, then 4 partitions, and was still able to recover data.

Now if you overwrite the data, then no you probably cannot without the use
of some hardware techniques (MFM etc.).
