Ok, that is strange. Have you defined the Fornax profile as default?

        <activeByDefault>true</activeByDefault>
</activation>

You can also try mvn -P Fornax eclipse:eclipse

It is obviously not using the fornax remote repository. 

Clean your local repository. Remove org/fornax/*

There is also a settings.xml in <maven home>/conf/
but I think <home dir>/.m2/settings.xml is used if it exists.
