You mean that step 6 and 8 does the same thing? Yes, we could remove one of the constraint checks but since the model is modified by a transformation inbetween (step 7) we want to be sure that the model is correct. Especially since it is possible for users to do additional things in the transformation step it can be good to be on the safe side.
