Hello.
What's wrong with separate plugin? I think it is ok. For example vim-ruby
(highlighting and etc) and support for other languages are plugins.

PS: there seems to be a slight typo in syntax_checkers/gap.vim:
"bail if the user doesnt have ruby installed
ruby instead of GAP.
