mmm i dont know how exactly windows locks the file, but i do know that there are different kinds of dlls to match your necessities, maybe this one being very small is loaded entirely in memory, and maybe windows locks only the inode, thus renaming maybe (lots of maybe huh?) dont "erase" the file itself since the inode is still the same
