How about you have a section for toolbars just as you have a section for extensions? Personally i have toolbar turnesd off but for those that view it and want to change it it would be good to have a page with them on. Could also help reduce the download size of PSPad if only a couple were included in the download.
In fact if you think about it (and yes it's getting complicated) you could have special sections in your downloads page for various things. Such as a section for user submitted clips files.
