I absolutely agree. My workspace gets swamped as it is with loads of open tabs, and having an extra 12-16 pixels on each one would just make it harder to navigate around.
If anything's to be changed in the tabs, I'd like an option to individually set their background colour [manually or based on path / file type / ...] - because I might have 20-30 open documents and anything that can get me to the right one faster is useful. Anyway, as far as I can tell PSPad just uses standard tab controls, so any changes to them would require a lot of work.
