I don't have control over the generation of some of the help files I am linking
- they are from the Microsoft SDK.

I would certainly hope that every possible search term is not also in an index -
an index is supposed to provide links to what the author felt were important
topic headings - not an comprehensive list of every word.  It also generally
only links one document for a given term, rather than a comprehensive list of
hits.

In addition, search allows multiple terms to be used where an index does not. 
So if I highlight a multi-word term in a file and then press ALT-F1 I would get
results that are of interest.

Search would give more comprehensive results - anything that might turn up in an
index, plus many more possible hits.  For instance, some of the help files I
link have code samples.  So the index might contain a single entry to the help
page for a specific method call in that language, but a search would also bring
up all the code samples in the help file.

I am also using PS Pad to syntax highlight log files - so  it's not always
simply looking up how to use an api in a programming language.
