You are correct that this is the normal way.  But I, too, could not do this.

I used to be able to use this method in XP.  It seems to be a limitation in
Windows 7.  It seems that Windows 7 only has a predetermined approved list. When
I chose "Browse to the program", I found PsPad.exe in the program files s(x86).

I selected the file, but Windows7 ignored that choice and made no association
with my txt files.
