The portable edition is not installed on protected foldes like c:\Program Files. However my directory c:\Users\User\Downloads\PSPad_editor_StickVersion\Macro\ is still empty after terminating the macro recording and restarting PsPad. The Macro manager is completely empty. Are my findings the expected results? In meantime I had a look in the help file provided. In 'Command line parameters' and 'Available Switches' are certain options listed but it seems a macro execution on start up is not forseen. Is this realy true? Is no improvement in your pipeline?
