I'd think it could be done. As to why one might want such a thing, defining 
an area that would be free of subsequent track and vias (subsequent to the 
pouring of the polygon) might be an application. I'll defer judgement on 
whether this would or would not be a good idea. Polygons generate lots of 
primitives.
