I could not find an option to save a PCB as version 2000 or V15 in P-CAD
2001,
but on there website, they have a free viewer for 2001, 2000, & V15 at

http://www.pcad.com/en/dlhome/utilities_home.html

It solved my problem for now, but in the future I will need to be able to
bring P-CAD files into Protel.

I haven't verified this, but in the event that the PCAD 2001 file format is
sufficiently different that the translator fails, I'd think that PCAD might
have a command or tool to write a file back to the 2000 or earlier format.
If not, then the next question becomes important, very important:

I'd think so, but I have no idea when.
