this should be 10 if you want GPS and Glonass (2+8)
or add 4 for sbas too.

Also I think you mean version 2.4.2p11 not 2.4.1p11

Maybe when you get it all working you may want to investigate UBX to RTCM3 conversion to get a base-rover connection.
