I propose to release Fossil 2.3 on it's 10th birthday, which is coming
up later this month, 2017-07-21.  See

It is unlikely that SQLite 3.20.0 will be released by then, so that
means the 2.3 release of Fossil will need to contain an SQLite beta.
There is nothing technically wrong with that, since even mid-cycle
trunk versions of SQLite are very well tested.  However, I know it
does seem to upset some people when Fossil ships with a non-release
version of SQLite.

I suggest we go "pencils down"  2017-07-14.  Only bug fixes are
allowed on trunk after that point, until the release.
