A usual problem from this date behaviour explained by Volodya is that it's impossible to get repeatibility on the zip file stream for a particular version. Linux distributions usually point their build recipes to an URL to download and a hash for the file contents to be downloaded - and if that hash changes at every download, it makes the build recipes more difficult.
