Digging further, I not that the "full" display of file history does not
show the loop.  Scroll to the bottom of

The apparently loop is likely just a display problem that seems to
originate with the huge timewarp that got inserted upon import.  Scroll
down on this timeline:

The timewarp is likely a git->fossil conversion bug.  (Not necessarily a
fossil bug, as there is no shortage of bugs in git-fast-export).  It might
be worth while try to trace down this import bug.  If you can give us any
clues, that would be appreciated.
