My requirements tend to include one of two of the following:

1. Apache.  Sometimes, for some reason, Apache is all that will do.

2. Lightweight and copyfree licensed.

Hiawatha is distributed under the terms of the GPLv2, which is a
copyleft license, not a copyfree license.
