I checked SQLite and Tcl too. SQLite does not have one single Manifest
without R-card. Tcl is full of them, for example:
<http://core.tcl.tk/tcl/artifact/b8f26e5cb126ae64a4d9620f2efd7787613a8e07>
which is produced by cvs2fossil...... I'm puzzled.
