The da39a3ee5e6b4b0d3255bfef95601890afd80709 hash is what you get for a
zero-length file.  Apparently both checken-egg/libfossil-api.h and
.fossil-settings/crlf-glob are zero-length files.  They are identical files
therefore and therefore have the same hash.

Why is this a problem?
