   dont-push        Prevent this repository from pushing from client to
                    server.  Useful when setting up a private branch.


Maybe that offers a solution. i think Baruch's suggestion could be
implemented as:

- if the clone is done from a user with write permissions, behave as it
does now.
- if the cloning user has no write permissions, set dont-clone=1 in the
cloned repo.

i think that approach affects nobody's current use while providing the
enhancement Baruch is looking for?
