baseURL/doc/version/path
if version is "ckout", then the file in the associated working space is
read, not an artifact in the repo. This feature only works for a Fossil
server started with either "fossil server" or "fossil ui" within a working
space. Is is intended for previewing edits to .wiki files before committing
